          No. F.8 - 4/RRL/84 In exercise of the powers conferred by section 28 of the Rampur Raza Library Act, 1975 (22 of 1975), hereinafter referred to as the said Act, the Rampur Raza Library Board, with the previous approval of the Central Government, hereby makes the following regulations, namely:

1-       Short title and commencement:

          (1)          These regulations may be called the Rampur Raza Library

(Administration) Regulations, 1987.

          (2)          They shall come into force on the date of their publication in

the official Gazette.

2-          Powers and functions of the Chairman/Vice Chairman : (1) The Chairman or in his absence the Vice Chairman may, by general or special order in writing under section 24 of the said Act direct that all or any of the functions or duties enjoined upon the Board, may be exercised or discharged also by any Member or Officer of the Board specified in this behalf in the order. Such orders will be subject to ratification at the subsequent meeting of the Board.

3-          Powers and functions of the Officers of the Board:-

The Officers of the Board shall perform their duties under the supervision and control of the Board and shall have the following powers and functions, namely;

(1)           Subject to any direction that may be given by the Board, the Director

shall be the principal executive and controlling officer of the Library and shall be responsible for the proper administration of the Library.

(2)     The Director shall prescribe duties of all the officers and staff of the Library and shall exercise such supervision and disciplinary control as may be necessary for smooth working of the Library and shall sanction all kinds of leave as may be admissible under the regulations.

(3)     Te Director shall pass orders regarding confirmation, crossing of

efficiency bar, reward, punishment etc. in respect of clerical and other subordinate staff.

(4)     The Director shall coordinate and exercise general supervision over all research and other activities of the Library and provide all possible facilities to the visitors and research scholars for their study in the reading room of the Library.

(5)     The Director shall get:

          (a) the bills prepared for various items of expenditure.

          (b) compile the monthly and annual accounts and

          (c) maintain all accounts and matters pertaining there to.

4-          Budget: The Director shall submit to the Chairman or in his absence to the Vice Chairman in the form prescribed by the Central Government and showing therein the estimated receipts and expenditure and the sums which would be required from the Central Government during that financial year and the budget estimates for the next financial year by the second week of July in each financial year so as to enable the Board to consider the same and submit it for the approval of the Central Government on or before the 1st. day of August.

5-          Accounts and Audit: (1) Primary accounts of the Board shall be maintained in registers in the prescribed forms as listed below:

(a)      Cash,

(b)           Subscription

(c)           Maintenance of grant of the Central Government.

(d)           Maintenance of grant of the State Government.

(e)           Contribution from other sources.

(f)      Other receipts namely sale of catalogue, publication etc.

(g)     Pay of officers and establishment.

(h)           Traveling and other allowances.

(i)      Stock of cheque books.

(j)      Other charges, such as contingencies, leave salaries etc.

(k)           Contributory provident Fund Accounts of the employees.

(l)           Securities and other Capital Investment

(m)    Stock of receipts books

(n)     Stock of furniture and office equipments

(o)     Stock of Stationery

(p)     Stock of publications

(q)           Library’s land and building register

(r)           Library’s Accession Register

(s)      Stock of printed books, manuscripts, paintings and other acquisitions of the Library,

(t)           Miscellaneous stocks

(u)     Other forms prescribed from time to time by the Board

(2)     The accounts and transactions for each month shall be compiled in a monthly abstract of receipt and payments under the prescribed heads of account. The monthly abstract shall show the figures for the current month as well as progressive totals to the end of the month.

(3)     As soon as practicable after the accounts for a given year are closed, but not later than the end of June, the Director / Member Secretary shall get compiled annual accounts for the preceding year of the Board’s fund showing:

          (a)          receipt and payment accounts

          (b)          income and expenditure accounts, and

          (c)          balance sheet and capital account

(4)     The Director shall draw and disburse all expenditure and shall keep accounts of receipts and payments. He shall see that proper vouchers are produced for all the disbursements and that they are cancelled so that they can not be used again. Vouchers shall be kept for three years and then destroyed.

(5)     All moneys received on behalf of the Board shall be credited with the State Bank of India, Rampur, However, an imprest money not exceeding Rs. 500/- (Rupees five hundred only) may be kept by the office of the Director for meeting contingent expenses.

(6)     The annual accounts of the Board as certified by Comptroller and Auditor General of India or any other person appointed by him in his behalf together with the audit report thereon shall be considered and adopted by the Board before the same is forwarded to the Central Government for laying before each House of Parliament as required under Sub section (4) of section 21 of the said Act.

 

6.           Exercise of powers and functions of the Director in the event of the post being vacant

          In the event of the post of Director being vacant, the Chairman or in his absence the Vice Chairman may authorize in writing, under section 24 of the said Act, that a Member and an Officer of the Board may exercise or discharge all or any of the powers or duties of the Director, as specified in the order subject to ratification at the subsequent meeting of the Board.
