          No. F.8 - 4/RRL/84 In exercise of the powers conferred by section 28 of the Rampur Raza Library Act, 1975 (22 of 1975), hereinafter referred to as the said Act, the Rampur Raza Library Board, with the previous approval of the Central Government, hereby makes the following regulations, namely:

1-       Short title and commencement:

          (1)          These regulations may be called the Rampur Raza Library

(Board meetings) Regulations, 1987.

          (2)          They shall come into force on the date of their publication in

the official Gazette.

2-          Meetings of the Board:

          (1)          The Board may meet as many times as may be necessary but

shall meet at least once in six months.

          (2)          The chairman or in his absence the Vice Chairman shall fix the

date, time and place of meeting of the Board and may issue

such directions to the  Member-Secretary or to a Member/Officer of the Board duly authorized in writing, under section 24 of the said Act, in regard to the preparation of Agenda etc. as he may deem necessary or expedient. The Chairman or in his absence the Vice Chairman shall approve the agenda of the said meeting, a notice of which shall be given by the Member-Secretary or by a Member/Officer of the Board duly authorized in writing, under section 24 of the said Act, by the Chairman/Vice Chairman to do so, to all the members of the Board.

(3)     In the absence of the Chairman/Vice Chairman the meeting shall be presided over by a member duly elected by the members present at the meeting.

(4)     Fifteen days' notice for every ordinary meeting of the Board shall be given to all the members.

(5)     List of business to be conducted at the meeting shall be dispatched along with the notice or thereafter.

(6)     Presence of four members of the Board shall be necessary to form the quorum for the transaction of the business of a meeting of the Board.

(7)     If at any meeting of the Board, the number of the members present is less than the required quorum, the chairman, the Vice Chairman or the Member presiding over that meeting, as the case may be, shall adjourn the meeting and the adjourned meeting may be held on a subsequent date at such time and place as fixed by the Chairman with a reasonable notice to all the members and it shall be lawful to dispose of the business at such adjourned meeting irrespective of the number of members present.

(8)     In a case of extreme urgency notwithstanding anything provided in sub-regulation (4) the Chairman or in his absence the Vice Chairman may, on his own initiative, or at the request in writing of not less than four members, call a meeting of the Board after giving such notice as he deems reasonable.

(9)     Decisions on matters of minor importance may be obtained by circulation of papers to the members.

(10)    If any member considers that any matter on the agenda is, in his opinion, of sufficient importance to be referred to the whole body of the Board, he shall inform the Member-Secretary, who shall refer the matter to each member. The matter shall then be postponed to some future meeting at which the opinions of the members, submitted in writing, shall be read, discussed and a decision may be taken.

3-          Record of minutes:      

(1)     The minutes of the meeting of the Board shall be maintained by the Member-Secretary or the Member/Officer who is duly authorized as provided in sub-regulation (2) of regulation 2, shall be circulated to all the members, shall be read at the next meeting and after approval by the members present shall be confirmed by the chairman.

(2)     The member-Secretary or the Member/Officer who is duly authorized as provided in sub-regulation (2) of regulation 2 shall maintain proper records and minutes of all the proceedings of the meetings of the Board and its Committees/Sub-Committees/Sub-Committees. The records shall be kept at the office of the Library at Rampur (Uttar Pradesh).

(3)     A copy of the minutes of every meeting of the Board and its Committees/Sub-Committees shall be sent to the Central Government, the office of the Chairman and the Vice Chairman.
