The Central Government took over the library with effect from 1st July, 1975 under Rampur Raza Library Act (Act No.22 of 1975). The affairs of the library are managed by the Rampur Raza Library Board which has been set up under Section 4 (2) of the Act. It is the governing body with His Excellency, the Hon'ble Governor of Uttar Pradesh as the Chairman. There is a provision of twelve other members including one descendant of the erstwhile ruling Nawab family of Rampur, distinguished historians, scholars in Arabic, Persian and Urdu literature besides officials concerned with the affairs of the library in the Central and State Governments. 

Under Section 5 (1) of the Act, Nawab Syed Murtaza Ali Khan was nominated as the Vice-Chairman of the Board for life. After his sad demise on 8th February, 1982, the post of Vice-Chairman lapsed. The post of the Director of the Library is lying vacant since the passing away of Maulana Imtiaz Ali Arshi on 25th February, 1981. As the post of Director / Member Secretary is lying vacant, the Officer On Special Duty is responsible for convening the meetings of the Board and its Sub-Committees and implementation of the decisions taken by the Board. He is also required to maintain close liaisons with the Chairman of the Board and Department of Culture, Government of India for receiving instructions and regular financial grants for the library.

With a view to enable the Rampur Raza Library Board to discharge effectively the functions enjoined on it under the Rampur Raza Library Act ( No 22 of 1975 ), the board set up staffing pattern commitee int its meeting held on 23rd Feb 1985. The Committee recommended that the infrastructure of the Library should be such as to enable the services to scholars and conservation of its rich cultural heritage for posterity.

Towards this end, the commitee had recommended that the library should have (1) Reference and Research Unit (2)   Conservation Unit and (3) Administrative Unit

The Committee had recommended 33 posts in central scale of pay which were approved by the Board in its meeting held on 13th Dec. 1985. Against 33 posts the Govt. of India have sanctioned 31 posts as under:

Library Buildings and land

The present building Hamid Manzil has been housing the Rampur Raza Library since 1957. The palatial high domed and turreted mansion is a magnificent construction of Indo-European architecture inside the fort of Rampur. As earlier reported in the 10th Annual Report of the Library for the year 1984-85, the ownership of Hamid Manzil along with of Rang Mahal and the surrounding vacant land was transferred to the Central Government by the Uttar Pradesh Sarkar on 18th November, 1982.

While auditing the Annual financial returns, the Accountant General (Audit1) Uttar Pradesh, Allahabad had taken a decision that the amount of Rs. 22.16 lakhs shown as assets in the Balance Sheet of the Library for the year 1984-85 may continue to be shown as assets in the balance sheets of the Library in furture also. The Government of India was also entrusted to carry out necessary repairs, renovation to the building, maintain and manage the same at its own cost. The details of the buildings and land handed over by the Government of Uttar Pradesh to the Government of India under the deed of transfer dated 18th November, 1982 are as follows:
